The Leyland Sports Association Netball Rules and Regulations
1. ORGANISATIONS AND ADMINISTRATION
1.1 The Leyland Sports Association ltd (LSA) League shall be governed and managed by the Leyland Sports Associations Directors.
1.2 The decisions of the Management in respect of these rules and regulations and on any other matter related to the leagues which is not provided for below shall be considered final and binding on all parties.
1.3 These rules and regulations are in accordance with the LSA Playing Regulations. Any further complaints or appeals will be dealt with by the Management/Directors.
1.4 It is the responsibility of Each Team/ Club Personnel – Team Managers, Coaches and Captains to ensure that all their players are conversant with the following rules and regulations.
1.5 Due to the data protection act, as from the 1st of May, we ask that team captains/managers sign their entry form to agree that they are happy for us to contact you with information on; leagues, tournaments, etc. Details will not be shared with any other teams, individuals, or other clubs outside of the LSA.
2. FEES
2.1 The Management will determine the Entry fee £20.00 for new teams, £10.00 for existing teams and free entry on successful entry via our refer a new team offer. Entry fee non-refundable. Court fees are £25.00, £15.00 payable to the office and £10 to be given to the umpire.
2.2 If a team withdraws from the LSA they will be liable for all their own and their opponents remaining court fees plus any outstanding cancelled match fees.
3. PLAYING QUALIFICATIONS AND ELIGIBILITY
3.1 Application for entry to the Pay and Play league shall be open to any club or team.
3.2 Entry into the leagues will be determined by the number of teams entered. Previously registered teams will take priority over new teams.
3.3 By entering a team in to the leagues, Clubs/Teams agree that. They will abide by all its Rule and Regulations.
3.4 Players must be aged 13 in the current school year (year 9) if they wish to play in a senior league. A youth playing in the senior league must be both physically and mentally able to cope with match play of a highly competitive opposition.
3.5 Entry forms shall be completed through our website www.leylandsportsassociation.co.uk forms that have not been completed online will be manually updated and signed on your behalf by a member of staff. All entries will be accepted on the basis you have read and agreed to our terms and conditions Which are available on line or in the office.
4. REGISTRATION OF SQUAD MEMBERS
4.1 Each team must declare a minimum of 7 players prior to the start of the season by completing the Team registration form which is on the online entry form or if completing paper based will be attached. Any additional players that are not on the team list must be added to the registration form before your team leave the complex on the night they where played. Otherwise this will be classed as an illegal player. Your score will be nil and the opposition will get points for the game. NO PLAYER SHALL BE REGISTERED MULTIPLE TIMES ON THE SAME NIGHT YOU CAN ONLY BE SIGNED TO ONE TEAM
4.2 A team sheet MUST be completed and handed in to the office after every match stating all players that have played that night. All information on the sheet must be filled in correctly to allow us to update scores. Example missing off the team name or not having the scores correctly wrote out makes it impossible for the league to accurately update scores.

* Second will result in a warning
* Third will be instant loss of points for the offending game
* ANY PLAYERS NOT REGISTERED ON THE TEAM SHEET WILL RECEIVE NONE OF THE ABOVE STEPS. REFER TO (4.4) INSTANT LOSS OF POINTS
4.3 Teams can use players from another night on a regular basis.
4.4 ADULT Leagues can use players from any league, BORROWED PLAYERS CAN ONLY PLAY WA/WD FOR THE FULL GAME. If found that a borrowed player plays a different position (GS, GA, C, GD, GK) the team will forfeit the points, The non offending team will get 5 points for a win and will also keep their goals gained in that game. The offending team will score nill. If there is an instance where the non offending team doesn't score upto 15 goals they will receive a minimum score of 15 goals. borrowed players must be stated on the team sheets.
4.5 If you feel someone is in breach of any of the above rules you must notify the office within the first ½ of the game.
4.6 Thursday Junior League - a player cannot play twice on the same night UNLESS they play once for school and once for Club. Players are to play for one club/school in their own age group and the other game must be played up an age group. If a player wishes to play for club and school team, then parent/s will be required to sign a declaimer in the office.
4.7 Thursday Junior League - If a team are on a bye a player CANNOT fill in for a team that is playing in the same age group. If trialling a player for another team, they must be trialled for 3 consecutive Fixture weeks and then a decision made if they are to stay permanently in that team or to move back down (this must be registered in the office before their match). They cannot play as a substitute player when the team is short or fill in to strengthen any other teams. Failure to adhere to the above rules will result in penalties (forfeit of 5 points from players registered team plus the team that is in default).
4.8 Stepping stones league is a development league and above rules do not apply.
5. STRUCTURE OF THE LEAGUE
5.1 Each team in the the LSA will play everyone at least once. Prizes to winners will be advised.
5.2 The top two on the league table will move up and the bottom two teams will move down.
5.3 Each season we will endeavour to play two rounds. However subject to weather conditions if we are unable to reschedule cancelled matches your results from your first game played will stand. If both matches have had to be cancelled due to weather, then that match will be rescheduled at the end of the fixtures.
5.4 Teams will be awarded league points as follows:
5 points for a win
3 points for a draw
2 points if loss by one goal
1 point for losing team scoring OVER half the winners score
0 point for a loss
5.5 Goal difference shall be used to determine their relative positions, i.e. precedence shall be given to the team with the greater difference between goals scored and goals conceded.
In the event that goal difference does not differentiate between the teams, then the team with the greatest number of goals scored shall take precedence. In the event that neither goal difference nor goals scored can differentiate between the teams, they will be declared in joint position or play off WINNINGS AND TROPHIES MUST BE COLLECTED WITHIN ONE MONTH of THE OF THE COMPLETION OF ALL FIXTURES.
5.6 The game must be Paid in full before the team takes court. Upon full payment you will be given a receipt which you are to give to the umpire before the match will be allowed to commence. Late arrival on court due to violation of this rule see rule 7.2
5.7 All ADULT LEAGUE matches will rotate on a weekly basis. Current times 6.00pm, 7.00pm, 8.00pm. All matches will be of one hour's duration (unless stated otherwise) inclusive of play breaks. All matches will start and end on the umpire's whistle. NO TIME WILL BE ADDED FOR INJURY. If injury can't be moved and ambulance called (Serious injury) then the match will be replayed at a later date and monies paid for that night will be refunded to the team without injury (unless 40 mins played), team with injury will have to pay the umpires the fee of £20 for the now cancelled match. A member of the team must register the injury in the office and sign the necessary forms.
5.8 If a match is abandoned for any reason, e.g. because of serious injury, this will be noted by the umpire and the score will stand from the time of stoppage. There is no injury time, but common sense will be used. If it is felt the player should not be moved immediately then this must be done as soon as it is safe to do so. One player can stay with the injured person if required to assist with any communications etc. However, a minimum of 5 people must then take the court and play will continue.
5.9 It would be the choice of the team (where injury is sustained) to abandon the game, if however, it is less than 40 min the team cancelling/ abandoning match will pay the oppositions refund and balance of umpire's fees.
If match abandoned / CANCELLED , the opposition win by default +15 goals unless they have more than 15 goals then they will keep their goals gained in that game.
6. FIXTURE ARRANGEMENTS
6.1 Matches will be played on outdoor courts at The Leyland Sports Association, Thurston Road, Leyland, PR25 2LB (IF entering by sat nav use postcode: PR25 2LF).
6.2 Teams cannot rearrange fixtures. Teams wishing to cancel games must PHONE 01772 804 905 or email to contact@leylandsportsassociation.co.uk and a message must be left with the operator detailing your team we will then contact the opposition on your behalf.
6.3 The team that cancels will be liable to pay their own costs of (£15) the oppositions court costs of £15 plus umpire fees for that game (£20) and a £5 penalty fee totalling a cost of £55. The non-offending team will be awarded five (5) league points for the match plus 15 goals. Score of 15-0 will be awarded.
ANY OUTSTANDING DEBT MUST BE PAID WITHIN 21 DAYS OR YOU WILL BE DEDUCTED 5 MATCH POINT EVERY 7 DAYS.
All Leagues (Apart from Thursday Junior League) will run through half terms and holidays.
MATCH REGULATIONS
7.1 All matches shall be played to the England Rules of the Game currently in force at the time, except where our own regulations may apply.
7.2 If 5 players are not on court at the match start time the rules are as follows:
Five minutes' allowance from the start bell, then a goal will be awarded for every minute a team isn't present on court. If a team does not turn up after 15 mins (First quarter) the team on court will get the full 5 points as a win plus the 15 goals, which equals a final score of 15-0.
The team that did not turn up refer to rule 6.3
7.3 In the case of late arrival due to motorway delays / road issues, common sense and fairness is used.
7.4 Spectators are not allowed courtside and must watch the match from behind the fence. Only team managers, coaches and substitutes are allowed courtside
8 MATCH OFFICIALS
8.1 Each team will pay their umpire £10 for every fixture before they take the court (unless requested otherwise).
This fee will be paid directly to the umpire and not to be handed in at reception. Junior Matches may be umpired by someone who has attended a 'C' course and has approval from the LSA or has been mentored and assessed up to the qualifying standard.
8.2 Umpires and match officials are required to remain impartial throughout the match.
8.3 The Team 'Bench' will be positioned at one end of the court and will remain there for the duration of the match.
Coaches cannot move up and down the court or change ends at ¼ time(s).
QUERIES, COMPLAINTS & APPEALS
9.1 A complaint must be made through our email contact@leylandsportsassociation.co.uk
9.2 Any queries or complaints regarding the playing of a match and/or its result must be submitted in writing/email within seven (7) working days, excluding Holidays.
9.3 To enable us to investigate the complaint thoroughly we will need to discuss the content of your email with the other team and umpires involved and or check CCTV footage of the match / incident.
9.4 Any teams/players constantly being complained about regarding verbal and physical abuse will have 2 warnings one verbal (from umpire) and one written (from complex) if this persists then the player will have a minimum of 3 league match ban. The length of the ban will depend on the severity of the complaint against the team/player. If this behaviour continues after all the above steps have taken place the player/team will be notified of their exclusion from the The Leyland Sports Association league. Those that demonstrate any threatening behaviour will be told to leave the complex. Physical abuse demonstrated the police will be notified.
9.5 If a team has a complaint regarding the quality/ standard of an umpire. The umpire will be told by LSA, then the complaint received will be forwarded to them. After this if we receive a further complaint from the same team/ player regarding the standard of the same umpire we will require that team to put forward a member of their squad to assist in the next match if their complaint has not been upheld.
9.6 All queries, complaints and disputes regarding the playing of a match and/or its result to be lodged within 7 days of the fixture and will be determined in the first instance by the LSA Manager. In the event of an appeal of the decision, the Managing Director will call a meeting and will take the appeal to all the Directors who will make their decision on the appeal within 14 days. Their decision is final.
9.7 Any disciplinary issues will be dealt with by the LSA Managing Directors.
10 MISCELLANEOUS PROVISOS
10.1 All clubs/ teams will be held responsible for the behaviour of their PLAYERS AND SPECTATORS.
10.2 It is the responsibility of each team to provide adequate FIRST AID cover for its players. Teams must provide their own regulation place bibs or patches. Teams must supply their own size 5 netball (stepping stones size 4) clearly marked with the team's name plus their own Ball pump. If there is a clash of colour with bibs the away team must change (away team is the second named team on fixture) an alternative colour can be borrowed from the office (team must leave own bibs in the office and collect upon returning of borrowed set).
10.3 Pregnant players may not take part in LSA matches. Players should avoid doing contact sports such as netball.
Studies show having a raised temperature in early pregnancy may increase the risk of birth defects in babies.
10.4 All jewellery must be removed. Only a medic alert bracelet may be worn, it must be secured in such a manner that it will not constitute a danger to an opponent (Suitably taped to insure it cannot be removed/ lifted off by an accidental contact). Medical exclusions such as gloves will be allowed upon producing a medical letter to be shown in the office where a photocopy will be made and held against team list. All earrings MUST be removed not taped over.
10.5 Lost property will be disposed of after one calendar month.
10.6 Individuals are responsible for their own litter. PLEASE BIN IT.
10.7 Smoking is not allowed inside the court area/fence area or in or around the office.
10.8 Clubs must follow England Netball guidelines regarding safeguarding including social networking. Please visit the England Netball website for information regarding social networking i.e. Facebook, Twitter.
10.9 Clubs must take responsibility for their players being photographed and inform teams/reception if they do not want any of their players to have their photo taken. The LSA expect all officials, parents, carers and all players to respect a club's wishes regarding the above.
10.10 VERBAL ABUSE TO PLAYERS AND UMPIRES FROM PLAYERS ON COURT OR SPECTATORS/PARENTS WILL NOT BE TOLERATED
10.11 NO DOGS ARE ALLOWED ON THE COMPLEX other than registered assistance dogs (form must be supplied)
10.12 No scooters, hoverboards, Bikes can be ridden on the premises.
10.13 No balls can be kicked around the out buildings, inside the hut or the immediate surrounding areas. If this is seen by any office staff, the ball will be confiscated and returned once leaving.
10.14 No live streaming is allowed as we do not have a TV license if found to be streaming you are liable to receive a £1000 fine.
10.15 The LSA Management or their agents accept no responsibility whatsoever in respect to personal injury which players, officials, or spectators sustain. Affiliation to England netball covers your personal insurance whilst playing the sport. (This is up to an individual and is not compulsory).
10.16 Parking of vehicles is at owner's risk (The LSA accept no responsibility).
It is important you note that from time to time these Rules and Regulations are subject to change.
By entering our league, you have officially agreed to adhere to all the above rules and regulations.

As a participant at Leyland Sports Association you are expected to abide by the following code of conduct.
1. All participants must play within the rules and regulations and respect officials and their decisions
2. All participants must respect the rights, dignity and worth of all participants regardless of gender, age, ability, cultural background or religion.
3. participants should keep to agreed timings for fixtures or inform LSA if they are going to be late.
4. participants must wear team uniform / kit suitable for matches.
5. participants must pay any fees for matches prior to taking the court.
6. participants are not allowed to smoke on the court or near the fences or near/in office.
7. participants are not allowed to consume alcohol or drugs of any kind on the club premises.
8. Keep the club informed of any change in emergency phone numbers and any relevant medical information.
9. Discourage unfair play and arguing with officials
10. Set a good example by recognising fair play and applauding good performances of all.
11. Publicly accept official's judgement.
12. Use correct and proper language at all times.
13. Encourage and guide participants to accept responsibility for their own performance and behaviour.
For Parents/ Carers
1. Encourage your child to learn the rules and play within them.
2.Help your child to recognise good performance, not just results.
3. Never force your child to take part in sport.
4. Never punish or belittle a child for losing or making mistakes.
5. Supports your child's involvement and help them enjoy their sport.
6. Accept the judgement of the team coaches. Match play teams are also selected as appropriate on ability and may change throughout the season according to each athlete's progress.
